Given its potential to create massively misleading content, such as deepfakes<\/strong> and other sophisticated manipulations, it is imperative that Europe develops an ethical and sovereign framework. Today, the worrying dependence on algorithms and platforms of foreign tech giants<\/strong> requires a concerted response. This aims to ensure that AI is used to defend the truth and support robust democratic debate, rather than becoming a tool serving economic or political interests.<\/p>\n\n\n\n

Generative artificial intelligence (GAI) has emerged in spectacular fashion, introducing a never-before-seen capacity to create digitally manipulated content. This technology is developing at lightning speed, contributing to a proliferation of disinformation that threatens our information ecosystem. Europe, dependent on foreign technologies for information management, must act urgently to structure an ethical and sovereign framework. This article explores the implications of the AGI and calls for concerted mobilization to strengthen our autonomy in the face of giants like Meta, OpenAI or Microsoft.<\/p>\n\n\n

A Revolutionary Technology: Potential and Risks<\/h2>\n\n\n

There generativity of artificial intelligence<\/strong> has enabled remarkable advances in the creation of automated content such as videos, articles and even music. However, it is also capable of producing misleading content at scale, commonly referred to as deepfakes<\/strong>. The latter demonstrated their disruptive potential during the American presidential elections, by conveying falsified political discourses and further eroding public trust in institutions.<\/p>\n\n\n

The Impact of Misinformation<\/h2>\n\n\n

Disinformation campaigns fueled by AGI represent a significant threat to modern societies. By exploiting these technologies, malicious actors can influence public opinion, destabilize democratic processes, and even exert influence on the geopolitical stage. According to a study by the Audiovisual and Digital Communication Regulatory Authority (Arcom), 60% of French people surveyed adhere to at least one piece of false information, highlighting the fragility of our information ecosystem.<\/p>\n\n\n

Technological Dependence and the European Imperative<\/h2>\n\n\n

The massive and often unregulated use of platforms and algorithms developed by American tech giants has placed Europe in a worrying dependency<\/strong>. Today, access to information and its verification are largely achieved thanks to these technologies which obey purely commercial logics.
